In a dynamic society like State of Kuwait which has different characteristics, including the huge amount of expat labor power from different nationalities, and the fast population growth of the society.
This fact lead to the need of a system to control the different variables in the society, due to this state of Kuwait had issued degree number 32/1982 regarding the civil information system.
The Public Authority for Civil Information (PACI) has successfully implemented this system, which make the State of Kuwait a pioneer in population registration, more importantly this allow the country to control the society variables and build a huge and wealthy data bank, and be able to provide this information to support the decision makers to have an informative decisions to support national-level planning, and to provide a trusted, and reliable data source for different government, and private organizations.
